Can I change an adopted character however I want? Can I just adopt the story or something?

Changing an adopted character is up to the discretion of the user who owns the character put up for adoption. While some users are fine if you tweak/change a character's history and personality to a certain extent, some users are not. So if you wish to adopt a character and change the character's history and/or personality, you'll need to contact the user. For your second question, if by adopting the story you mean using/copying the history of a character up for adoption to be used for your own character, that would be no since that is plagiarism if you do not have permission and we ask for users to make unique histories for their character (unique as in not being a direct copy of another history).
