Not sure if I can answer here but anyway I hope the admins won't give me a warning or something :(
Anyway, the permission you are talking about is actually the claiming process wherein your character will be thoroughly checked by admins and if they don't see anything wrong with the claim, then it gets approved. Go here to make your claim :)
